Aged Care Reform
With the recent passing of the new Aged Care Act, 2025 will be a very busy year for changes in the industry.
The Care Systems team is already working on several major updates to meet the many new requirements.
Residential Aged Care Changes
In 2025, there will be new reporting obligations regarding the Residential Entry Event and monthly reporting of RAD balances for all residents. The commencement date for these changes will be confirmed by the Department early next year.
From July 2025, the new rules regarding retentions on RADs will come into effect.
Support at Home Changes
The transition to Support at Home requires a wide range of changes, including:
- New subsidy levels
- Percentage-based client contributions
- “No disadvantage” rules for existing HCP clients
- Separate Assistive Technology and Home Modification budgets
- Fixed care management rates
- Standardized service types
- Itemized monthly claiming
- Standardized service pricing
Last week, it was announced that regulated Support at Home pricing will be delayed until July 2026. This means providers will need to establish their own price structure under Support at Home, which covers the loss of Package Management and Care Management revenue under Support at Home. The Care Systems team is currently preparing tools to assist with this process.
